Which is to blame for declining PC sales: Hardware or software?

Dear CNET members,

PC sales from the first quarter of 2013 were down year over year for the fourth consecutive quarter, and with a 14 percent drop from 2012, were also the worst since they started being tracked in 1994. Some blame it on Windows 8, some blame it on the boom in popularity of tablets, and others say people are just holding on to their older hardware for a longer period of time. CNET editors Dan Ackerman and Scott Stein, who are dedicated to laptop reviews, aren't surprised at the sales decline in PCs at all; they noted that declines are because of "consumer confusion over Windows 8 and the lack of high-quality, must-have hardware, in the form of exciting, inventive new laptops, desktops, and hybrids." They go into more detail in their article titled "Who's to blame for declining PC sales: Hardware or software?"

While it's great to read their perspective on why PC sales are on the decline, we want to know your thoughts on it.
